From “Price by Inspection” to “Sorting by Standard”: Classification and Grading Standards for Second-Hand Clothing Exports Are Reshaping the Industry

Summary: As the global second-hand clothing trade continues to grow, classification and grading standards are becoming key to building trust and reducing disputes between buyers and sellers. Second-hand clothing is typically classified first by gender, category, season, and material, and then graded as A, B, or C: Grade A is near new, Grade B is standard grade with repairable defects, and Grade C is mainly for recycling. However, the industry has long faced a fundamental question—what counts as Grade A? What counts as Grade B? Without a unified answer, disputes between buyers and sellers are unavoidable.
For importers, understanding the classification and grading standards for second-hand clothing affects not only procurement costs, but also directly impacts sales strategies and profit margins in destination markets.
Classification: The First Step from Disorder to Order
When second-hand clothing arrives at a sorting factory, the first step is not directly determining the grade, but carrying out systematic classification. According to the group standard T/ZGZS 0501-2024, Classification and Grading of Second-Hand Clothing, issued by the China Renewable Resources Recycling Association, classification follows three levels: major categories by season; middle categories by wearing purpose and applicable age; and subcategories by material, style, gender, and so on.
In actual sorting operations, this means clothing first undergoes gender segregation (men’s, women’s, children’s), then is routed by product type (tops, jeans, dresses, outerwear, skirts, etc.), and then further refined by seasonal relevance and fabric material. Professional sorting factories typically divide clothing into more than 200 subcategories to ensure category consistency in each bale.
Classification is the prerequisite for grading. Without clear classification, grading loses its reference point—using the same standard to judge a high-end jacket and a basic T-shirt is unreasonable in itself.
Grading: The Real Meaning Behind A/B/C
Grade A (near new) is the highest quality grade offered by exporters. Grade A clothing should be free of stains, damage, and holes, have relatively new styles, be finely sorted by category, and have relatively uniform sizes. The expected terminal retail sell-through rate is 85% to 95%.
Grade B (standard grade) is the largest traded grade. Grade B clothing has slight signs of wear and repairable defects, such as light stains less than 1 cm in diameter, small holes or tears, missing buttons, and replaceable zipper damage. The key point is that these defects can be repaired through simple treatment and do not affect the clothing’s basic attribute as a wearable commodity. Grade B clothing is suitable for discount retail channels, market stalls, and price-sensitive end consumers.
Grade C (recycling grade) is not suitable for clothing resale. Grade C clothing has large permanent stains, significant holes, or structural damage. Its main destination is textile recycling and processing, where it is used to make insulation materials, industrial padding, or wiping cloths.
It should be particularly noted that China does not have an official “Grade A” standard for second-hand clothing; Grade A is simply what suppliers call their highest quality level. The gap between Supplier A’s “Grade A” and Supplier B’s “Grade A” can be enormous. This is precisely the core reason the industry is promoting standardized grading.
Standards in Practice: From “Individually Defined” to “Having Standards to Follow”
2024 was an important milestone. The group standard T/ZGZS 0501-2024, Classification and Grading of Second-Hand Clothing, was issued on January 26, 2024, and officially implemented on February 1. It systematically specifies terminology and definitions, basic requirements, and classification and grading methods, and applies to sorting enterprises, circulation enterprises, and export enterprises of second-hand clothing. Meanwhile, the national standard GB/T 43458-2023, Second-Hand Goods Export Trade, also took effect on April 1, 2024, specifying minimum screening requirements for transactions, donations, or exchanges of second-hand goods between China and foreign countries and regions.
At the industry level, the Used Textiles Comprehensive Utilization Work Exchange Meeting held in June 2026 clearly stated that the industry still faces problems such as inconsistent standard implementation, weak upstream and downstream coordination, and non-standard second-hand clothing exports. It recommended “taking compliance as the bottom line, regulating second-hand clothing exports, and improving the traceability system.”
